Popis: This thesis explores which challenges that arises in dealing with anti-terror planning in aNordic perspective and how to identify relevant experiences in order to optimise urbanplanning practices - and thereby the cities within our lives unfolds. Attacks by lone wolfterrorists using low-tech technologies like trucks have struck multiple European cities. In thelight of the many terror attacks targeting regular citizens living their everyday lives, theNordic cities have like many other turned to a defensive strategy were the main aim is toprevent attacks by fortifying everyplace.The Focal point of this thesis is therefore to find out how to draw experience through acritical view of Copenhagen and Oslo's terror security practices. Due to the complexity of thefield, it is further necessary to undertake a more detailed analysis of the procedural meansused, as well as the relations and control mechanisms that are included, among the involvedactors. The structure of the analysis thus takes the basis of Bent Flyvbjerg's phonetic researchquestions; 1) Where are we going with planning? (2) Who gains and who loses, and by whichmechanisms of power? (3) Is this development desirable? (4) What, if anything, should we doabout it? Our thesis shows that a multiple set of actions needs to be taken in order to dealwith this problem in a desirable matter. This thesis concludes that there is a need formanagement particular in case of who holds the final responsibility. There is a need ofgovernance holistic planning approach; additionally it is essential that expertise is developedamong professionals. There is a need for involvement of citizens in planning processes aswell as a major public debate about the allocation of economic resources and to discuss thebalance between freedom and security in the city.
