This invited paper will reiterate the importance of the ambient electromagnetic noise field strength, or popularly called the ‘radio noise level’, for radio-communication at LF through VHF frequencies. It will discuss actual observations of HF radio noise from different origins and propagation paths, and the challenges of measuring radio noise correctly. Furthermore, it will set out the fundamental differences in perspective of spectrum planners and spectrum users. Understanding these perspectives will help interested parties to better assist in the assessment, discussion and control of the international radio noise environment. This talk will include the latest insights from Study Group 3 of the International Telecommunication Union (ITU), who maintains the ITU-R Recommendation P.372 “Radio Noise”. |
