A shared mental model for organizational reliability in rolling stock introductions

Popis: Many countries need a strong public transport system to deal effectively with the economic, social and sustainability challenges over the next decades. Safe and reliable passenger railway transport is essential to achieve such a system. Nevertheless, railway organizations deal with increasingly complex railway systems. Past introductions of rolling stock showed that despite many preparations, shortcomings were identified after operational deployment, resulting in unreliable train services. A common tendency is to search and investigate technical failures to explain lower levels of reliability. However, as in many socio-technical systems, reliability is determined by both technology and organizations managing them. Using constructivist evaluation in a case study design, this study aims to identify and gain an initial understanding of the challenges for organizational reliability based on three former rolling stock introductions. Results showed similar constructs from these introductions which can be transferred to critical asset introductions in other contexts to enhance reliability. Furthermore, this study contributed by constructing a shared mental model using hermeneutic processes which enables the organization to anticipate/adapt on future rolling stock introductions.
