就労アセスメントの制度の発展形として就労選択支援と呼ばれる新たな支援サービスの創設が審議されている。本研究では,この就労アセスメントの実施状況を調査した。日本の全市区町村,1741 か所にオンライン調査を行った。結果,対象は知的障害者,実施機関は就労移行支援事業所,実施日数は1 週間程度が最も多く選択された。課題として,就労移行支援事業所が少ないこと,就労アセスメントの形式化が確認できた。その一方で,効果として,対象者の状況理解,対象者のための支援の明確化,支援サービスの方向性の理解,共通理解の形成,対象者の希望の明確化があった。今後の新たなサービスを有効に活用していく上では,調査から得られた認識されている効果を前提にして,就労アセスメントに関するスキルや知識を補い合うことのできるような多機関連携などの課題を解消するための仕組みづくりを行っていくことが必要であると考えられた。The establishment of a new support service called “Work Choice Assistance Service” is being discussed as anexpansion of the work assessment system. This study investigated the implementation of this work assessmentsystem. An online survey was conducted in all 1741 municipalities in Japan. The most frequently selectedbeneficiary were people with intellectual disabilities, the most frequently selected service providers were WorkTransition Support Facilities, and the most frequently selected service duration was about one week. Regardingproblems, it was confirmed that the number of Work Transition Support Facilities was small and that the workassessment system was not utilized in practice. On the other hand, as effects, understanding of the subject’ssituation, clarification of support for the subject, understanding of the direction of support services, formation ofcommon understanding, and clarification of the subject’s wishes were identified. Based on the recognized effectsobtained from the survey, in order to effectively utilize the new services in the future, it may be necessary todevelop a system to resolve problems through such solutions as multi-agency collaboration, which can complementthe participants’ skills and knowledge regarding work assessment. |
