This article traces the development of the bank supervision in prewar Japan, and especially explores its changing function. In the early stage, the main function of bank super vision was education of bankers reflecting the immaturity of their operation and management. In the mid-developed stage, the main function shifted to keep the soundness of banking system just like the prudential supervision.
