Specialization of Paddy-Field Districts and Types of Paddy-Farming in Hokkaido and the Impact of the Individual-household Income Support System for Agriculture

Popis: | 2010年度秋季大会シンポジウム共通論題「政策転換下の北海道農業 : 政策対応と自立的な展開への条件」 After the 1990s, paddy-field districts in Hokkaido have become differentiated into those that remain in paddy rice production and those that have become diversified crop areas. Three types of paddy-farming management systems have emerged: rice key crop farming, wheat and soybean key crop farming, and vegetable key crop farming. These systems have been worked out by the Council for the Promotion of Paddy-Farming (Suiden-Nogyo-Suishin-Kyougikai) in each district in to make use of the "Fund for Building Local Production (SanchiZukuriKofukin)" . The transition to the Individual-household Income Support System for agriculture (IISS) hasn' t changed the direction of paddy-farming, although under the IISS, which is introducing a single uniform program throughout the country, implementation of these programs will likely be delayed. The key point is how the "Local Production Funds (SanchiShikin)" being considered by the IISS will be put to use by the Council for the Revitalization of Agriculture (Nogyo-Saisei-Kyougikai), which is currently looking into this matter. Important issues include how local efforts and conditions, such as production scale, and will be factored in. |
