Popis: In May 1908, Ogawa Sigejiro arrived in Peking to become the Qing Government's Advisor on Prison Reform. Different from the previous studies, which focus on his contributions in prison education, law-making, prison designing and documenting, this essay looks at his comments on China's prison laws and legal culture: after a wide range of visits to various Chinese prisons, he concluded that the prison condition in China was better than had been accused and would be very hopeful through reform; he also discovered ancient Chinese prison culture and found great wisdom in it. This essay also studies Ogawa's extensive contacts in China, with his fellow Japanese as well as influential Chinese people in law and politics, particularly his relationship with Shen Jiaben and Dai Hongci, top legal ministers of the Imperial Government. The two years that Ogawa Sigejiro spent in China was a kind of political exile for him, yet it is during these two years that he made great contributions to China's modernization of prison.
