In February 1983, the Senior Citizen Health Policy, part of the National Health Insurance, was established. Since then, although the policy has been revised eight times, there have been almost no published accounts or patients' words after each revision and implementation. According to our research, there were few reports about the relationship between the reviews and the number of patients. Therefore, we investigated it and we also did the research on Employee's Self Insurance at the Policlinic at Ohu University Dental Hospital. The results of this research show that; 1. About the Senior Citizen Health Insurance: there were no findings of so called "running-in" visits to the clinic after any of the revisions. The reasons of this are: (1) The increased sums were not so large. (2) Most of the revisions were done in the winter, when senior citizens tended not to go outside due to the cold weather. (3) Senior Citizens might be able to receive dental treatments. 2. About the Employee's Self Insurance : There have been evidently "running-in" visits to the clinic since two months before the third revision which was enforced in April 2003. The decreased number of patients immediately after the enforcement improved there after.
