Once, in Cote d'Ivoire, the government agency called "CAISTAB" had bought the cocoa bean at the fixed buying price from the producer, had managed circulation and export, and had used the profit margin obtained with the difference with an international price for public investment etc. However, the sudden drop of the price in the international market of primary goods including coffee and cacao had hit this country directly in the 1980s. Then, Cote d'Ivoire had been to receive a structural adjustment financing from the World Bank. As the condition, the CAISTAB was disassembled in 1999 and the producer buying price was liberalized. Those policies have aimed at increasing a producer's income. Then, four cacao related organizations (ARCC, BCC and FRC, FDPCC) which replace CAISTAB are established, and it has continued up to now. After structural adjustment policy being introduced, some kind of transformation being brought to the cacao industry in Cote d'Ivoire? In this paper, analysis is tried about this point focusing on the change of the environment which surrounds the cacao producer. |
