An Attempt at Health Promotion through Cooperation of Residents and Administrators : Through the Establishment of 'Japan Health Program 21' Local Plan

Popis: 住民と行政の協働による健康づくり計画策定のプロセスで,住民の主体性がどの様に形成されていくかについて,計画策定に参加した住民と保健師の意識と行動変容に着目した.健康づくりは,広域的視点から捉えた健康問題(地域診断)を対話によって共有することから始まった.整理された健康課題を協働活動により検証する過程を経ることにより,生活のしやすさを重視した地域の情報と科学的根拠を重視した地域診断情報が融合し,新たな気づきとして地域の健康課題が認識された.協働意識が強まり,住民がエンパワメントした.その波動で保健師等関係者がエンパワメントした.その結果,地域構成員である個人・家庭,地域,企業,行政の役割意識が醸成され,主体的活動に進化していくことが,体制や進め方が異なる2市町によって明らかとなった.
The process of the establishment of a health promotion plan via the cooperation of residents and administrators was evaluated through the change of consciousness and actions of residents and health nurses who participated in planning. The process began with dialogue to establish joint ownership of health problems as perceived from a broad viewpoint. Through the process of cooperative evaluation of an array of health problems, local information which values the ease of life and scientific information were harmonized and regional health problems recognised in a new light. The sense of cooperation between residents and health nurses was strengthened, and both groups were empowered. Subsequently, it is revealed through the result of two different towns that a sense of role was brought about amongst individuals, the family, the district, companies and administration, and they began to work subjectively.
