As a basic study that intends to shed some perspective on the background and generation process of Public Development Authority (PDA), this article aims at addressing two questions. The first is an introductory question that asks, “what is the peculiar point of PDAs in the paradigm shift?” Compared to Public Private Partnership (PPP) and Community Development Corporation (CDC), which embody the new paradigm shift as new urban management at present, PDA is in itself getting its institutional form as a governmental body with citizen governance, which is based on the merged basis from both governmental, as well as citizen/ business sectors. This PDA shows one peculiar aspect in the paradigm shift, even in the new urban management. The second question, that searches for the essential function of PDAs, and asks “how did the generation process of PDAs occur, and how was the citizen governance set in the newly established institution?” By examining the two benchmarks, we could acknowledge that citizen actions or citizen organizational development have been the inevitable basis in generating the process of PDAs. |
