The purpose of this study was to determine whether people with disabilities can use adapted sports(AdS) as human service based on the current Japanese legal system. After the ratification of the Convention on the Rights of Persons with Disabilities in 2014, domestic legislation has been developed. Individualized support with reasonable accommodations has been provided in terms of education and employment. In the field of welfare, amendments to the Comprehensive Support Law for Persons with Disabilities and the Child Welfare Law have expanded opportunities for individualized care and individualized training for adults and children with disabilities. However, AdS developed from sports for people with disabilities and have made remarkable progress in educational settings, but in the welfare field they have not yet been established as an empowerment approach and are still positioned as a “leisure” activity. AdS is reasonably well developed as an empowerment and social participation service. |
