This paper analyzes gender equality policies after 2010’s based on white papers and so on. Concretely, from the view points of right of career for women and care for men, the effect of gender equality policies against child care givers is discussed. And the relations between goals, government statistics, numerical targets and institution on these policies are focused. The results are as below. First, from the points of right of career for women, as goals of policy, equity on job such as gender wage gap and wage gap between regular and non-regular employment are stressed. Next, government statistics as these realms are rich. However, numerical targets as these realms are poor. As results, the public regulation as equal pay for equal work is insufficient. In addition, as goals of policy, the right of income protection with right of exiting jobs are poor. As results, these kinds of public benefits are deficient. Second, from the points of right of care for men, as goals of policy, government statistics, and numerical goals, these views are stressed. However, as institution, minimum income protection for men to participate in home child care is deficient. In addition, the level of numerical goals as these realms are insufficient because of reflected on attitudes of gender division of labour. On above results, as right of career for women, necessity of setting numerical targets as equity on jobs as gender wage gap and minimum wage should be recommended. As rights of care for men, necessity of minimum income protection to get in hours of caring their children should be recommended. Above all, the right of income protection of that of exiting jobs for both women and men should be strongly recommended. |
