Popis: | application/pdf This paper considers the reason why the progress of the welfare state stayed at a low level in Korea in spite of the progressive administrations of Kim Dae-jung and Roh Moo Hyun after the currency crisis of 1997. In the beginning, this paper recognizes that the reform has been carried out in the social democratic direction during progressive regime including decomodification and de-stratification. However, despite her welfare institution is social democratic, quantitative enhancement was not accompanied. Next, this paper explains what has created the situation so called “diminishing social democracy” through the analysis of structure of her civil society using the data of the “Survey on basic structure of the organization (Korea)” at 2008. Important point is the power structure of civil society where the groups most interested in welfare policy, including welfare organizations, are neo-liberal, while the ones interested in it to some extent are social democratic. When something interests the latter, institutional reform occurs in the social democratic direction, and the neo-liberal reform prevents. However, because the groups that is to enhance the welfare policies are not a social democratic, it is difficult to enrich the welfare program quantitatively. 論説 |
