From entrapment to indifference?

Popis: This article reviews the international efforts in Bosnia and Herzegovina since 1991. It concludes that while there have been several strategies of dealing with that country both during and after the war, very few of these have actually produced the desired outcomes. In spite of successes in the sphere of security sector reform, especially with regard to the armed forces, the desired outcome of a stable, peaceful, prosperous and democratic country as envisioned in the Dayton Peace Agreement is still beyond reach. Though the international community has contributed significantly to the reconstruction and development of Bosnian society and Bosnia's state structures, twenty years after the Dayton agreement, Bosnia is still struggling. As the carrot-and-stick-method it so lavishly applied since Dayton is losing its effectiveness, the international community and Bosnia's political elite are increasingly indifferent to one another
