Data envelopment analysis in a bidding process: Hiring offshore support vessels by Petrobras (Brazil)

Popis: | This article presents a Data Envelopment Analysis (DEA) approach for the process of hiring maritime offshore support vessels for the Brazilian company Petrobras. The usual and common approach of the company is to select the most economically advantageous vessel. This has important disadvantages, as other vessel characteristics increase the final cost. The DEA approach we present here uses the CCR models and the inverted frontier to determine a ranking of the vessels, with a minimum of decision-maker value judgments; that is, with a minimum interference so as to keep a clear and transparent process. With our approach a ranking is made, based on both financial and technical vessel characteristics. We show that this approach is a better methodology for conducting the bidding process; finding the best cost for the Petrobras; and improving the fleet profile of the supply vessels. The application of decision-making aid methods that include, in their process, both technical and economic variables is the most appropriate one in ‘best technical-and-price’ bidding processes. |
