Who were the Clerks in Siberia? Professional Characteristics of Russian Empire Local Governmental Officials from the 19th to the early 20ies century

| Popis: | This article discusses the history of the Siberian grassroots and their professional composition as Siberian government participation may reflect the processes taking place in Russian Imperia. The aim of this article is to look at the long-term evolution of Siberian employees' participation in the province’s administration in Yenisei province from 1822 to the 1917. The data on the officials in grassroots governance came from archival research, involving 447 clerks' biographies from Eastern Siberia. The documents were stored in the Russian State Historical Archive (St Petersburg, Russia) and the State Archive of Krasnoyarsk Region (Krasnoyarsk, Siberia, Russia). It was an important source of empirical data on the work of the Siberian grassroots governance that was not available elsewhere. Social composition, education, working experience and criminal record were considered to identify a group of officials prevailing in local and regional government structures. In conclusion, we found that, in the first, dominance of Siberian clerks with primary education, quite an insignificant number of clerks with secondary and higher education confirm the idea that involving state employees in governance participation was complicated by their educational level. Secondly, clerks low socio‐economic stratums constituted the majority in the governance grassroots in the Eastern Siberia. In this region nobles were represented in much smaller numbers. Third, Service work experience from 2 to 5 years allowed working more professionally. Consequently, frames of the Russian Imperia in Siberia began to form more experienced employees during 1822–1917. However, 1–2 years was the average term of office. Fourthly, at the time the proportion of Siberian clerks with criminal record composed 7–8 per cent as figures was in the Central regions of the Russian Imperia. |
