Popis: | For several years, the governments of different countries put pressure on the public sector organizations to increase their performance and reduce financial resources. To reach this goal, States develop programs of mergers in public service organizations to obtain economies of scale. Through the case of a social security organism, this paper presents how SEAM process allowed to modernize a public service organization in Europe and to succeed the challenge of a merger with tools of synchronized decentralization. |
