Popis: | The purpose of article is to research the main approaches in the formation of personnel selection in the diplomatic service system, taking into account the intellectual and educational components of the candidates. The scientific novelty of the article is related to research mechanism of creating a system of personnel selection for the diplomatic service on the basis of intellectual and educational components as one of the main approaches to implementing effective personnel policy for the formation of appropriate personnel reserve. Conclusions. Modern globalization processes lead to the formation of higher requirements for the quality of diplomatic staff, and, accordingly, the selection of highly qualified personnel. Improving personnel policy on staff selection is an important component of public administration in the diplomatic service of Ukraine. The appropriate procedure should provide an objective clarification of both professional and personal qualities of candidates to fill vacancies, while for the formation of a quality personnel reserve it is necessary to take into account the indicators of intellectual and educational levels of applicants. The effectiveness of the selection procedure can be ensured through the use of a system of modern and effective mechanisms, namely: clear planning of personnel needs of the public administration system in accordance with its priority areas; careful selection of the most talented citizens using modern methods and tools for assessing applicants; ensuring the professional development of applicants in the reserve, its practical orientation; effective use of the professional potential of candidates, in particular appointments to relevant positions in priority areas of public administration and support their public and diplomatic service. |
