AB’NİN GÖÇMENLERE YÖNELİK POLİTİKALARINI ETKİLEYEN FAKTÖRLER

Popis: | Ozet Kuresellesen dunya ve 21.yy’da yasanan gelismelerin etkisiyle goc olgusu gelismis devletler nezdinde goz ardi edilemez bir boyuta ulasmistir. Ozellikle daha iyi yasam kosullari ve ozgurlukler nedeniyle cazibe merkezi haline gelen Avrupa ulkeleri goc alan baslica merkezlerden biri olmustur. Belki de Avrupa Birligi (AB) gibi buyuk ve isleyen bir yapinin icinde bulunmalari bu ulkeleri gelismekte olan veya yoksul ulkelerin gozunde daha da cekici hale getirmistir. Ancak AB’nin butunsel olarak goc konusuna yaklasimi, ulkeler arasinda farklilik gostermekte ve yasalastirilmis politikalar bulunmamaktadir. Bu makalede AB ulkelerinin gocmenlere yonelik uyguladigi politikalari hangi faktorlerin etkiledigi sorusu uzerinde durulmustur. AB ulkelerinin gocmenlere yonelik uygulamalari ekonomik, guvenlik ve etnik-kulturel boyutuyla incelenmistir. Sonuc olarak AB ulkelerinin ekonomik nedenlerle gocmenlere ihtiyac duymasinin yani sira etnik-kulturel uyusmazliklar ve guvenlik kaygisi nedeniyle gocmenlere karsi sert ve tutucu politikalar izledigi gorulmustur. Bu nedenlerle ekonomik kaygilar ve kazanclar goz ardi edilmistir. Arastirma surecinde birincil kaynaklar ve bu alanda yazilmis cesitli makalelerden yararlanilmistir. Goc kavrami, zaman icinde degisen boyutlariyla beraber ele alinmistir. Ancak goc kavramindan bahsederken; uluslararasi goc, duzensiz goc veya yasa disi goc ve multeci gibi goc olgusunu yakindan ilgilendiren diger kavramlari da tanimlayip incelemek gerekmektedir. Bu durumun asil nedeni uzerinde anlasilmis kesin tanimlarin bulunmamasidir; bu nedenle calismaya baslarken oncelikle goc ile iliskili kavram grubunun tanimlamalarina yer verilecektir. Anahtar Kelimeler: Goc Politikalari, Avrupa Birligi, Uluslararasi Goc, Guvenlik Kaygisi, Isgucu Abstract With the impact of developments in a globalized world and the 21st century, the phenomenon of migration has reached a size that cannot be underestimated in the eyes of advanced states. In particular, European countries which have become a center of attraction due to better living conditions and freedoms have been one of the main centers of migration. Perhaps, these countries that is available in a large and functioning structure as the European Union (EU) have become more attractive in the eyes of the country are developing or poor countries. However, the EU’s approach as a holistic to immigration issue has shown difference between countries and there are no policies have been enacted. In this article, it has been focused on the question of which factors influence the policies implemented by the EU countries towards immigrants. The practices of EU countries towards immigrants were examined with the dimension of economic, security and ethnic-cultural. Consequently, it has been seen that EU countries have implemented rigid and conservative policies against immigrants because of the ethnic-cultural conflicts and security concerns as well as they need immigrants for economic reasons. Because of these reasons, economic concerns and earnings have been ignored. In the research process, it has been benefited from the primary sources and several articles written in this field. The concept of migration is tackled with varying sizes in the time. Nonetheless, when referring to the concept of migration, it must also identify and examine the other concepts such as international migration, irregular migration or illegal migration and refugee that are closely related to the phenomenon of migration. The main reason of this situation is the lack of exact definition agreed upon; thus when getting started to work, it will first be given to the definition of the concepts associated with migration.
