Building damage assessment for 2021 flood event in Germany using airborne and ground based evaluation tools

Popis: | Rapid estimation of losses in post-phase assessment of flood hazard is mostly carried out using radar remote sensing tool (e.g. SAR images) to get quick glance over the extent of struck areas, buildings, infrastructures, etc., the related outcomes are expressed in the form of qualitative terms such as strongly damaged, not damaged and etc. which are not sufficiently suited for quantitative assessment steps. In this paper, the utilization of airborne images for quantitative global damage assessment based on defined scales (similar to EMS-98 based definition of damage grades) is studied using more engineered evaluation criteria on remote sensing images for one of the selected target area in Germany which affected with the severe flood event in July 2021. The results of damage grade assessment by airborne data are compared with captured cloud point images by drones and ground survey observations (as ground based platforms) and demonstrate the reasonable quality of the assigned global damage grades following in the damage scales proposed by Earthquake Damage Analysis Center, in principle. Further on, the process of scrutinizing of these criteria for both global and local damage grade assessment is explained looking towards future assessment tools to accelerate the process of rapid response estimation of buildings with high certainty levels especially in the frame of engineering evaluations.
