Popis: T IS THE INTENT of this paper to develop the hypothesis that a prismatic political system which is characterized by a non-consensual elite and a history of systemic instability, can achieve optimum governmental participation in national development only through decentralization of development-oriented programs. This generalization is submitted as having more force where strong democratic aspirations exist within the polity, and less force where military rule is traditional.
