The article is devoted to the analysis of institutional challenges in the conditions of the legal regime of martial law and the formation of state policy strategies. With this aim, the article analyzes the formation of the theoretical and methodological foundations of public administration in the conditions of institutional challenges in the system of public power. The expediency of implementing modern reforms based on the principles of responsiveness, subsidiarity and proportionality in the activities of public authorities has been proven. Modern trends in public administration reform are determined both as a result of reforms already carried out, reforms that are ongoing, and reforms that are determined to be implemented in the medium and long term. It was established that the vast majority of national and government programs were not analyzed in terms of achieving the planned results, and part of the subsequent reforms repeated the previous conceptual provisions, taking into account the use of a new terminological apparatus. In the conditions of institutional challenges, modern public administration reform strategies are characterized by a sufficient abstraction of the text, in contrast to the classic models of successful reforms in the field of public administration in other countries based on the internal characteristics of subjects and objects of reforms. It is proven that the state policy of integration into the European Union needs rationalization and reformation in accordance with established models of common EU policies. An important task of public administration is the development of a universal algorithm for reforming public administration and the formation of a national reform strategy for the long term in the conditions of post-war recovery of Ukraine. Particular emphasis is placed on the features of ensuring the stability of the functioning of the public administration system in conditions of institutional challenges, special administrative regimes, including the functioning of temporary state bodies (primarily, local military administrations). The expediency of forming special mechanisms of public administration to overcome institutional challenges has been proven. |
