Mobile Web Accessibility Readiness of Government Websites Using Diagnostic Tools: An Exploratory Study

Popis: Governments are moving from e-governance to mobile governance (m-governance) to reduce the delay in the delivery of information and services, resulting due to the lack of infrastructure the people. This paper explores and investigates the mobile web accessibility readiness of governments of various countries by evaluating their public institutions' websites in various domains categorised by development index as obtained from the United Nation report (WESP, 2014) on the basis of mobile web best practices (MWBP, 2008) and also propose a framework for evaluating the level of mobile web accessibility. The results show that only 0.03% of government websites comes close to adhere to mobile web best practices (MWBP) guidelines with compliant rate greater than 80%. The study also indicates that there is no difference between websites grouped by development index and geographical division, while there is a significant difference between the websites of different domains under study.
