Popis: | Municipalities in nineteenth-century Brazil bore the responsibility for providing public services that enhanced economic exchange, particularly physical infrastructure that facilitated the circulation of goods and services. Therefore, the question of whether the resources to pay for these services were abundant or scarce matters greatly to our understanding of Brazil’s history of economic development and socioeconomic inequality. Although ex ante budgets regularly predicted financial abundance, ex post financial statements repeatedly reported chronic deficits and financial instability. In the face of unanticipated revenue shortfalls, municipalities cut investments in essential public infrastructure, thereby dampening domestic economic exchange and perpetuating municipal poverty. Resumo As municipalidades no Brasil oitocentista eram as responsaveis pela provisao de uma serie de bens publicos, em especial infraestrutura cujo objetivo principal era o de facilitar o comercio e a circulacao de mercadorias em seu territorio. Dessa maneira, a discussao sobre a abundância ou escassez de recursos para o financiamento dessas necessidades constitui tema de suma importância para se compreender o processo historico que levou o Brasil a uma dinâmica nao homogenea de desenvolvimento economico e a construcao de uma sociedade desigual. Nesse sentido, ainda que as leis orcamentarias apontassem sistematicamente a abundância de recursos publicos, os balancos registravam repetidos deficits, alem de uma constante instabilidade financeira. Diante do cenario de escassez de recursos, as municipalidades, por via de regra, cortavam investimentos em infraestrutura, comprometendo ainda mais sua capacidade arrecadatoria e perpetuando assim a sua ja precaria situacao. |
