INDIVIDUALIZATION OF THE EDUCATIONAL PROCESS AS A FACTOR OF IMPROVING THE QUALITY OF EDUCATIONAL ACTIVITY

Popis: For Ukraine as a unitary and democratic state which has been building its independent system for almost three decades, the main state priority has been and remains education as it ensures the innovative, socio-economic and cultural development of society. After analyzing the current legislation, we can conclude that the highest value of our society is the comprehensive development of man as a person, his talents, intellectual, creative and physical abilities, the formation of values necessary for the successful self-realization of competencies, education of responsible citizens who are able to make a social choice and direction of its activities for the benefit of other people and society in general, as well as enrichment on this basis of intellectual, economic, creative, cultural potential of the Ukrainian people, raising the educational level of citizens to ensure the sustainable development of Ukraine and its European choice. However, there are persons with special educational needs who need additional ongoing or temporary support in the educational process in order to secure their educational rights. The purpose of the work. Methodological substantiation of peculiarities of education of persons with special needs. Achieving this goal involves solving the following tasks: to reveal the basic components of education of persons with special needs; to analyze the current legislation on creation of a national inclusive educational environment. Methodology. Inductive and deductive methods were applied in the course of generalization and analysis of literary sources on the subject of the article. Scientific novelty. The conditions for obtaining education for persons with special educational needs are substantiated. Conclusions. Modern Ukrainian legislation in the field of education is aimed at maximizing the provision of individualized educational process as a factor in improving the quality of educational activity, which means the level of organization, provision and implementation of the educational process, ensuring the acquisition of quality education by persons and meets the requirements established by law and/or the agreement on the provision of educational services. Local governments are vested with great responsibility and therefore they: create all the necessary conditions to ensure the rights and opportunities of persons with special educational needs to obtain education at all levels of education, taking into account their individual needs, capabilities, abilities and interests; provide training for professionals to work with people with special educational needs at all levels of education; create the conditions for education of persons with special educational needs by providing reasonable accommodation and universal design. And so, only those types and forms of education that are tailored to their needs and individual capacities are used for training, vocational training or retraining of persons with special educational needs. In pre-school, extracurricular and secondary education facilities, education and training of persons with special educational needs, in particular those caused by developmental and physical disabilities, are financed from various sources and provided through: educational subsidies; state and local budget funds; funds received from other sources not prohibited by law. In any case, funding should ensure that the needs of the child are taken into account and that the education and training conditions set out in their individual development program are created.
