The Transformation of Special Provincial Administration System in Turkey

Popis: The Law No. 6360 on ‘The Establishment of Fourteen Metropolitan Municipalities and Twenty-seven Districts and Amendments at Certain Law and Decree Laws’ brings significant changes in Turkey’s local government system. In this framework, the first objective of the article is examining the change and transformation of the Special Provincial Administrations (SPAs) at the historical perspective until the Law No. 6360 in Turkey. The second objective of the article is examining the new arrangements of Law No. 6360 in detail that entered into force in 2012 within the context of SPA. In that context, one of the new arrangements of that reference Law is the establishment of Investment, Monitoring and Coordination Directorates’ (IMCDs) instead of the abolished SPAs at the provinces having metropolitan municipalities. At that scope, the IMCDs emergence, duties, powers and responsibilities are searched in detail in comparison with the SPAs in Turkey. Finally, it is seen that IMCDs and SPAs have lots of differences in terms of supervision authority, duties and responsibilities, financial, personnel and organizational structure. © 2015, Mediterranean Center of Social and Educational Research.
