Popis: | This chapter reflects upon the interesting, but underdeveloped question of the democratic functions of local budgets with respect to local citizenship. We examine democratic decision-making through the lens of the budgetary process. The budget can be seen as a financial representation of the most important local decisions. Economic efficiency, in turn, can be seen as a political postulate that reflects the proper execution of the mandate given by voters, and the renewal of their support. However, making decisions requires setting priorities, which should express the shared values of the community, and compromises that are reached among the main political forces. The budget also raises the issue of continuity. One of its functions is to connect the present with the future. Solving these problems requires skills and knowledge that extend the ability of local communities to shape both their present and their future. |
