The author of the article attempts to characterize the place of the apparatus of the Commissioner of the Council for Religious Affairs at the Council of Ministers of the Union of Soviet Socialist Republics (from 1974 — Ukrainian SSR) in the system of Soviet government bodies, as well as its relations with other institutions of Soviet bureaucratic system. In the course of the research, the author pays special attention to the activities of specific organizations — public commissions to assist in monitoring the observance of legislation on religious cults. In addition, the author attempts to determine the place of the Commissioner of the Council for Religious Affairs in the «imaginary hierarchy» of the Soviet city residents of Donetsk region. The study is based on the commissioner’s official reports and the letters of citizens to the highest authorities, which are available in Ukrainian state archival institutions. |
