This paper presents a new view, regarding form and content, of developing the professional practice of public managers oriented by design. This new perspective has been elaborated by professor Michael Barzelay, subject of his latest book “Public management as a design-oriented professional discipline” (2019). It analyses how this approach was set in motion at the Brazilian National School of Public Administration between 2016 and 2019 and its subsequent positive outcomes to the participants. It has been possible to set up a comparison between the effects of the perspective in the classes that implemented it and the ones that did not. An econometric and qualitative evaluation of the program pointed out positive effects of the new approach related to the learning transfer, capacity of structuring complex problems and development of collaborative solutions. Keywords: design-oriented public management, problem solving, public organizations. |
