On the need to change approaches in local government and self-government to solving the problems of vulnerable people (on the materials of the Gomel region)

Popis: The article attempts to analyze the approaches of local government and self-government bodies formed at the regional level to solving the problems of vulnerable people in the context of compliance with the requirements of international standards and progressive world practices. In this context, the problem of local government and self-government has not been considered before.Based on these arguments, the author concluded that the Republic has a paradoxical situation: all the main international documents that enshrine the rights of vulnerable people have been ratified, but the previous well-established approaches in the minds of the authorities, which determine further progress in this direction, hinder the processes of transformation. The approaches of local government and self-government bodies to solving the problems of vulnerable people are at the level of previous stereotypes of Patriarchal society. And this at a time when inclusive and sustainable growth; gender equality; refraining from violence in resolving any conflicts; tolerance; desire for dialogue and understanding of other people's interests; The use of modern information and communication technologies and the exchange of effective practices to improve the quality of life of vulnerable people have long been signs of the modern progressive world. But the executive branch in Belarus is beginning to respond adequately to situations when they are pressured by experts, civil society institutions and the media. According to the author, it is necessary to continue such pressure in combination with training and involvement of representatives of local government and self-government in the projects of international organizations to gain new experience and change outdated approaches.
