This report presents the cross-analysis of the cross-cutting social, economic, cultural, educational and institutional barriers to the implementation of energy efficiency in the building and transport sectors for all eight HERON partner countries. The cross-cutting barriers relate to barriers that affect both the transport and building sectors, and this report seeks to build on the individual barriers within the building and transport sectors that were identified in D.2.1 ‘Mapping social, economic, cultural and educational barriers in buildings and transport’. The report is based on the eight individual national reports from the HERON partner countries, included in Annexes, and sought to clarify and integrate the cross-cutting barriers identified within these individual reports. This report first outlines the common social, cultural, educational, economic and institutional cross-cutting barriers, followed by an assessment of the level of potential impact of the cross-cutting barriers. The final section presents a review of the partner countries in terms of whether or not cross-sector, or sector-specific only, policy instruments are currently in place to tackle the crosscutting barriers. |
