The role of research in higher education and research assessment: an international comparative study

Popis: Whereas there is currently a variety of evidence suggesting a link between national research audit frameworks and researcher behaviour, they are restricted to in-country contexts. The international comparative approach adopted by this study, for the first, time is capable of exercising the sensitivity necessary to de-couple cultural artefacts within countries that can confound the link between research audit and researcher behaviour. Indeed, the extent that audit influences behaviour independent of cultural artefacts has changed significantly since the last international comparison performed in 2003, due to increased competitivity and performativity in research over time. The results of the policy text analysis outlined in this paper-in-progress shows a high-level of policy borrowing between frameworks within countries (e.g. Australia to UK to Hong Kong). There are therefore remarkable similarities between audit frameworks (e.g. criteria, financial consequences, behaviours) but these similarities are translated differently relative to the country context and manifest in behaviours that are reflective of the cultural constructs and economic constraints within each country. This research therefore explicitly link behaviour with methods and procedures of audit and will provide unique insights into how research audit can operate more efficiently within the constraints of country specific research cultures.
