Popis: | The article considers the problem of assessing the factors that ensure the effective operation of the transport and technological complex of the seaport in modern conditions. The transport and technological complex of the seaport links on its territory the work of different types of transport: rail, road, sea and special types of transport. The work of such a complex is influenced by many different factors. Therefore, studies aimed at improving the efficiency of the transport infrastructure of the seaport, especially reducing the idle time of ships in the port should be considered relevant. Modeling the development efficiency of such a complex transport and technological complex as a seaport is possible on a multi-criteria basis. The immediate to the considered one is a method representing optimization of processes and objects of the system, as well as the process system itself, evaluated with a certain set of heterogeneous criteria using the method of man-machine procedures, applied to a real system. The method of evaluating factors is based on the formation and comparison of a data set of conventional indicators of economic, environmental, social, functional and other types of system efficiencies. The purpose of the study is to develop a model of interaction of the main factors affecting the various efficiencies and safety of the seaport during a special period, which have heterogeneous, sometimes contradictory, evaluation criteria with which you can assess the influence of the factors on the efficient and safe operation of the seaport. The types of performance of the seaports of Ukraine and their various evaluation criteria have been studied, a graphical model of structuring factors has been built, demonstrating changes in the main indicators of the ports. The increase in expenses of the seaport goes in 2 main areas: safety and performance. In addition, the work of the seaport infrastructure provides for certain additional expenditure measures that affect the smooth running of the port. It should be born in mind that the overall effectiveness of the implementation of the planned measures consists of four main efficiencies: economic, environmental, social and functional. Considering that the indicators of entities of different efficiencies are heterogeneous, their summation results in a single indicator depending on their significance. Analysis of the following models: graphical – structuring factors and economic-mathematical – efficiency shows that the operation of the seaport infrastructure depends on a certain set of factors of various kinds, which requires an assessment of its work on a multi-criteria basis. The technical result of the study is to provide a method for determining the rational composition of objects and technologies of the seaport process system, choosing priority directions for their development and future development, as well as evaluating the performance of this system from economic, social, environmental, functional and other efficiencies point of view |
