| Popis: | The emergence of the Internet gave rise to many hopes for the formation of a more perfect system in which the accessibility of information would gradually diminish social inequality, the scope of government would be minimized, and Russia's power institutions would be made much more accountable to society. Over time, optimism about the new means of communication has decreased significantly;1 however, the perception of the Internet as a means of building a fundamentally new order is as widespread as ever. |
