Durante más de seis décadas el gobierno de Estados Unidos ha construido un amplio, intrincado y abarcador sistema de medidas coercitivas unilaterales con alcance extraterritorial como uno de los elementos fundamentales de su política de cambio de régimen hacia Cuba. Documentos de ese gobierno muestran la importancia atribuida a esos instrumentos desde época temprana. El bloqueo a Cuba es fuertemente cuestionado desde la ética de las relaciones internacionales, por no ser moralmente justificable y por tener un impacto negativo en el derecho al desarrollo de Cuba. For more than six decades, the United States government has built a broad, intricate and encompassing system of unilateral coercive measures with extraterritorial scope as one of the fundamental elements of its policy of regime change towards Cuba. Documents of that government show the importance attributed to these instruments from early times. The blockade against Cuba is strongly questioned from the ethics of international relations because it is morally unjustified and it has a negative impact on Cuba´s right to development. |
