Youth unemployment rate is a global concern. To promote youth inclusive and sustainable development, the development community is promoting entrepreneurship as a magic strategy for youth self-employment and poverty reduction. We test this assumption using a quasi-experimental tracer study of entrepreneurship-driven vocational training in Uganda. Using asset poverty approach, we found out that although the strategy increased youth self-employment; their typically subsistence enterprises with low average net worth lifted out only few graduate youth out of extreme poverty. We therefore recommend a cautious promotion of entrepreneurship and vocational skilling and call for entrepreneurship evaluation to focus on its poverty reduction impacts. |
