Organizational and Legal Bases of Decentralization in Ukraine

Popis: This article considers the concept of decentralization, its tasks and principles. The organizational and legal bases of decentralization in Ukraine in accordance with the current Ukrainian legislation are analyzed. The main goals of decentralization of power, as well as its benefits have been identified. Today, the implementation of decentralization in Ukraine and the formation of local authorities is one of the main and urgent task for Ukraine as a democratic state. Thanks to the implementation of the reform of local self-government bodies, it is possible to achieve success in the social, cultural and economic sphere of Ukraine, as well as to improve the quality of life of citizens. The issue of decentralization in Ukraine is being studied by many scholars. This issue is relevant and is being actively considered now. For this reason, we believe that we need to study and research this issue in a better and more detailed way. Formation of local governments, organization and activities based on the principles of the European Charter of Local Self-Government is the most urgent aim of building Ukraine as a democratic state. Without carrying out reforms of local self-government’ bodies, the implementation of decentralization processes cannot reach a new level in the socio-economic and cultural development of territorial communities and regions, improve the level and quality life of most citizens of Ukraine. The article analyzes the theoretical administrative, legal principles and main directions of reforming the decentralization of power in Ukraine, which consist in the redistribution of functions and powers between public authorities and local governments in the process of local government reform. Decentralization of public authorities in Ukraine is the delegation of power from the executive to local government, providing the latter with opportunities to exercise these powers. Decentralization is an effective mechanism for development in all spheres of public life. Decentralization of power is able to ensure the autonomy of local governments and their effective operation under the control of members of the territorial community, as well as to improve the living standards of the population and strengthen civil society.
