| Popis: | RESUMEN El control fiscal que ejercen las contralorías territoriales, la Contraloría General de la República y la Auditoría General de la República constituye un mecanismo efectivo de lucha contra la corrupción y el desangre de los recursos públicos en Colombia. Un estudio empírico de las cuentas rendidas a la Auditoría General de la República (AGR), entre 2012 y 2017, por las contralorías del país, permitió concluir que los hallazgos de auditoría son un valioso instrumento que, junto con el trámite de los procesos de responsabilidad fiscal que de ellos se derivan, evitan la pérdida de recursos públicos, la recuperación efectiva de los daños patrimoniales causados al erario, y la sanción a los funcionarios que los causaron que, como se verá, se puede enmarcar en el concepto de criminalidad. ABSTRACT The fiscal control exercised by the territorial comptrollers, the Comptroller General of the Republic and the General Audit of the Republic constitutes an effective mechanism, to fight corruption and the bleeding of public resources in Colombia. An empirical study of the accounts rendered to the General Audit of the Republic - AGR, between 2012 and 2017, by the comptrollers of the country, allowed us to conclude that the audit findings are a valuable instrument that, together with the process of liability fiscal processes that derive from them, avoid the loss of public resources, the effective recovery of the property damage caused to the treasury, and the sanction to the public officials that caused them that, as will be seen, can be framed in the concept of criminality. |
