Popis: Authoritarian upgrading in the MENA has been well addressed in the past two decades. However, less research has been devoted to extending analysis of upgrading measures to the field of local governance. Based on researching the Egyptian case and supported by evidence from extensive fieldwork, this book explores the formal and informal decentralization strategies employed under three regimes (Nasser, Sadat and Mubarak) to upgrade the Egyptian system of local governance without giving up power or democratizing local governments. The authoritarian upgrading process helped the regime to have a more effective dominance in local politics and to enhance its political control. However, its strategies failed to overcome the weakness of system mobilization functions, which reflected the authoritarian dilemma of bridging the macro (the national) and the micro (the local).
