The author draws attention to the fact that drug criminality acquires new and extremely threatening trends, negatively affects the social and psychological atmosphere in society, the economy, politics and law and order in Ukraine. The problem of illegal drug trafficking has a clearly defined social orientation: drug addiction dominates mainly in the youth environment. At the same time, drug addiction and criminality itself are negative products of social reality, closely interconnected, interpenetrating each other. Therefore, changes in the state of one phenomenon are reflected in the state of another. It is noted that in modern conditions, the traditional reasons for the violation of social norms are supplemented, strengthened and complicated by crisis phenomena in the economy, social instability, immorality and legal nihilism. Accordingly, the changes taking place in all spheres of life in our society present the humanitarian sciences, in particular criminology, with the task of improving the forms and methods of countering negative social deviations, especially drug addiction, and forming qualitatively new strategies and tactics of criminological influence on them. In the article, the causes and conditions of youth drug criminality are divided into macrosocial (deformations of an ideological, socio-cultural, socio-economic, socio-medical, social-household, organizational-management and socio-biological nature) and microsocial (negative influence from peers or adults, lack of communication, emotional permissiveness, etc.), which are in a dialectical relationship, interdependence and interdependence. The study of the influence of economic, legal, criminal, criminological factors on the level of youth drug criminality made it possible to determine the main areas of prevention in the activities of authorized subjects. The advantages of this approach made it possible to propose a project of the Concept of prevention of drug criminality among youth, the purpose of which is to provide a unified approach to the organization and implementation of comprehensive prevention of drug addiction among youth. The concept envisages the phased implementation of a complex of organizational-legal, organizational-practical, scientific-informational and other measures carried out by state bodies (organizations) and public institutions to prevent drug criminality among youth.   |
