REGULATORY AND LEGALSUPPORT OFTEACHERS' PROFESSIONAL DEVELOPMENT IN THE ADVANCED TRAINING SYSTEM OF UKRAINE (END OF THE 20th - BEGINNING OF THE 21st CENTURY)

Popis: The paper deals with the issues of reforming the educational sector at the end of the 20th century, regulatory and legal documents, which contributed to the establishment of the training system of Ukraine at the end of the 20th – beginning of the21st century and created conditions for the development of teachers' professional competence. The article highlights the periodization of the formation and development of advanced training system, which was created to ensure lifelong education. The analysis of the postgraduate education system development allows us to generalize some aspects of the teachers' professional development, which stimulated them to improve their professional competence. The main ones are the tendency of increasing public requirement for the teacher's personality, complication and expansion of the teacher's functions, who from a mentor, a source of information, turned into the scientist of a special type, combining a teacher-experimenter, a theorist and a practitioner, the head of the research children's collective, a psychologist and a teacher. For this purpose, the content, organizational forms and methods of teachers' training have been constantly and purposefully improved in the public education system of the 20th century. The development and improvement of the teachers' training system was based on the idea of continuity of the process of professional development, the interrelation of course preparation, methodical work and purposeful self-education in the inter-course period. The idea of introducing lifelong teachers' training required increasing the role of self-education, understanding and clarifying the functions of district education offices and restructuring the methodical work with teaching staff at all levels of advanced training. On the basis of theoretical analysis of scientific and pedagogical literature, the need and importance of further development of the national system of postgraduate education in Ukraine, as an important component of professional formation and development of teachers, are identified. Article’s purpose is to investigate the system of postgraduate education of the end of the 20th – beginning of the 21st century, which contributed to the development of the teachers' advanced training system. The object of the research is the process of formation and development of the teachers' advanced training system at the beginning of the 21st century in Ukraine. The subject of the research is the theoretical foundations, regulatory and legal documents that contributed to the development of teachers'professional competence in the system of professional development of Ukraine at the end of the 20th– beginning of the 21stcentury.
