Organizational and Legal Guarantees for the Provision of Administrative Services during the Martial Law in Ukraine

Popis: The article is devoted to understanding the specifics of organizational and legal support for the provision of administrative services in the conditions of martial law with special emphasis on the analysis of the experience of public service activities of authorized administrative bodies in this area. It was established that at the initial stage of the introduction of martial law in Ukraine the operation of a significant number of administrative service centers in different regions of the state (regardless of hostilities in these areas and the level of existing danger to the population) was stopped, and reasonable restrictions were established. prohibitions on registration actions. As a result, the public service activities of the authorized administrative bodies were degraded. Currently, a unified management and legal algorithm based on the security marker has been developed and implemented to ensure the provision of administrative services, as well as the differentiation of regions / territorial communities depending on their proximity to areas of hostilities. Measures to relocate and employ their staff are essential to preserve the human resources of administrative service centers.
