The economics of early childhood interventions

Popis: The last decades have been ones of particular attention to early childhood development policies and programs globally. Most recently, the early years have been integrated into the Sustainable Development Goals (Britto et al., 2017), as well as the G20 2018 communique (point 14). These trends have been increasingly driven by an understanding of neuroscience and its implications for education, health, and in economics—the research on human capital formation. An understanding of early opportunities, as well as the consequences of early adversity, have increased the importance of early interventions for later educational, social, and economic outcomes. The labor-market pressures on women also come into play in some contexts and countries. From an economic perspective, there are three fundamental rationales for early childhood interventions which are addressed in the chapter: (1) market failures, (2) equity and redistribution, and (3) human capital formation.
