Towards a regional governance of successful ageing? French 'gerontop��les' and their legitimacy

Popis: | Face au vieillissement de leur territoire et �� l���augmentation de leurs capacit��s d���action, des acteurs locaux et r��gionaux se sont f��d��r��s, �� partir de 2007, afin de constituer plusieurs g��rontop��les susceptibles de contribuer a�� la recherche clinique et a�� l���innovation en g��rontologie. Dans cette contribution, je montre que ces organisations, peu ��tudi��es, se sont d��velopp��es autour de deux mod��les aux degr��s diff��rents de l��gitimation : un mod��le hospitalo-centr�� et un mod��le holiste. J���analyse les ressorts de la l��gitimation r��gionale des g��rontop��les holistes, tout en montrant que ces ressorts d��terminent leurs contenus d���intervention. A l�����chelle nationale, il appara��t finalement que si la diversit�� des g��rontop��les g��ne leur l��gitimation, ces difficult��s sont autant le fruit de contradictions ��manant du pouvoir central lui-m��me. En effet, l�����tat r��gulateur, enclin �� encourager les territoires �� d��velopper des r��ponses localis��es aux d��fis qu���ils rencontrent, peine �� accorder une reconnaissance �� des organisations polymorphes qui sont pr��cis��ment le fruit de contextes locaux et r��gionaux. La recherche d���une l��gitimation nationale risque d��s lors de conduire les g��rontop��les �� une homog��n��isation qui fragiliserait le maintien d���une l��gitimit�� r��gionale durement acquise. Cette contribution s���appuie sur l�����tude transversale de huit g��rontop��les et sur l�����tude longitudinale du g��rontop��le Nouvelle-Aquitaine dont je fus un observateur participant autant qu���un participant observateur. L���enqu��te se fonde sur l���analyse d���un corpus de presse, d���un ensemble de documents de litt��rature grise, d���une dizaine d���observations participantes et de vingt-deux entretiens semi-directifs conduits dans le cadre d���une th��se de doctorat cifre. With the aging of their population and the increase of their capabilities, local and regional partners have worked, since 2007, to build several ���g��rontop��les��� in order to stimulate clinical research and innovation in gerontology. In this contribution, I demonstrate that these understudied organizations were built around two models with different degrees of legitimacy : a hospital-centered model and a holistic model. I analyze the mechanisms of regional legitimization of holistic ���g��rontop��les��� and show that these mechanisms determine the content of their interventions. At the national level, it finally appears that if the diversity of the ���g��rontop��les��� makes their legitimization difficult, these difficulties are also the result of contradictions emanating from the central authorities themselves. Indeed, the regulatory State stimulates local authorities to develop local-based responses to the challenges they face on the one hand. But it is unable to give recognition to diversified organizations that are precisely the result of local-based policies on the other hand. Therefore, the search for national legitimacy can lead ���g��rontop��les��� to a homogenization that could compromise the continuation of their hard-earned regional legitimacy. This contribution is based on a cross-sectional study of eight ���g��rontop��les��� and on a longitudinal study of the Nouvelle-Aquitaine gerontopole, of which I was both a participant and an observer. The investigation is based on the analysis of a press corpus, a set of grey literature documents, a dozen participant observations and twenty-two semi-structured interviews conducted during a PhD research.
