This article is based on historical research and prognostic projections. The point of view expressed is that health education is subject to evolutionary waves of change. Since inception of the discipline in the early part of the 20th century, several waves have swept over health education. The first wave, program development, started to surge after 1919 when the term “health education” was successfully launched. Following this the second wave, program evaluation, began to appear in the early 1960s. This wave caused an irreversible change in the way health education subsequently was practiced. From the early 1980s the third and currently dominant wave, program maintenance, has started to bear down on the discipline. Reference is made to the history and characteristics of these waves, and examples of their impact are provided.
