We point out that engineering can be thought of as the art of combining and manipulating naturally occurring phenomena into assuming a particular state or dynamic. We discuss how when we design something like a computer program, a bridge, or process for making steel, we do it according to a specification that employs a Rule II rulebook. If we find an error in the program or the bridge itself, it can be corrected. But not all things, such as a genetic modification can later be corrected. Similarly, a computer processor, installed in an anatomical part of the brain occurs according to certain rules, which we call a program, one which cannot always be changed once loaded. |
