THE DAR ES SALAAM TRANSPORT CORRIDOR: AN APPRAISAL

Popis: | THE FOURTEEN AFRICAN land-locked states are in three blocks, west (Mali, Burkina Faso, Niger, Chad, Central African Republic), east (Uganda, Rwanda, Burundi), and south-central (Malawi, Zambia, Zimbabwe, Botswana) with Swaziland and Lesotho as outliers from the blocks. As a group, the land-locked states stand out as being, by most measures of size, wealth and influence, among the weaker states of Africa. l In spite of some variations arnongst them in these respects, they share the common problem of access to the sea which manifests itself irl two ways. Firstly the routes to the sea inherited from the colonial period are not always the shortest and new, shorter routes have required considerable investment. Secondly, land-locked states are vulnerable because of their dependence upon the goodwill of seaboard neighbours through which access routes pass particularly when they depend upon bulk transport as Zambia does for its copper exports. In view of this, Zambia has been in a difficult position since gaining independence whilst rapid political change in southern Africa raises similar issues for Zimbabwe, Malawi and Botswana. Furthermore, the position of the countries in the south-central block is further compounded by dependence developed during the colonial period on the Republic of South Africa, and more particularly in its railway system and ports, which became an issue following independence. Indeed, the Southern African Development Coordination Conference (SADCC) was set up in 1980 with a view to progressively reducing the inherited economic dependence on and increasing military vulnerability to, the Republic.2 Thus, the so-called Dar corridor, a newly developed route from central Zambia to the Tanzanian port of Dar es Salaam, shorter than the spinal route to the Cape, will repay close examination. |
