This paper, presents a brief background on the development of performance indicators for the Uganda construction industry. The main objective of the paper is to demonstrate the need for performance measurement, the justification for the use of indicators, the methodology employed in the development of indicators and the rationale for validation. The paper is divided into three sections, namely: theoretical background, indicator development methodology, and way forward. A set of ten indicators to measure the performance of the construction industry have been developed at the Department of Civil Engineering, Makerere University. The research sought to address the problem of the lack of construction industry performance indicators and trends upon which the Government of Uganda and other stakeholders may base intervention and/or development policies and strategies. The paper recommends the creation of a performance index that incorporates both growth and development indicators to appropriately measure performance of construction industries in developing economies. |
