The role of universities in the education of Japanese teachers: A distant perspective

Popis: In this article we examine the role of Japanese universities in the education of Japan's teachers. We seek to describe and explain that role, not to evaluate the effect of university preparation and training on the effectiveness of teachers or the quality of schools. We start with a brief overview of the process of teacher certification in Japan and the ways that teachers typically continue their professional development. We then identify several propositions that might explain why Japanese universities, in comparison with universities in the United States, play a relatively small role in both the preservice and inservice opportunities teachers have to learn. We conclude by suggesting three types of consequences that may result from the modest involvement of universities in the professional development of Japanese teachers.
